Why isn't the registration form template available on an activity?

You will not be able to add a registration form template onto an activity until the Status has been changed to "Construction Complete" and the template has been published:
  1. Click the Details tab of the registration template, select "Construction Complete" from the "Form Status:" list, and click the Save Changes button.
  2. To publish the registration template, click the Registration Form Templates link in the Application Settings section of Setup.
